Ha\u00efti fut l\u2019un des premiers pays \u00e0 s\u2019\u00e9manciper de la tutelle coloniale en 1804.
Pourquoi le pays s\u2019est-il enfonc\u00e9 dans des crises politiques \u00e0 r\u00e9p\u00e9tition, une
pauvret\u00e9 criante et d\u00e9sormais une violence sans pr\u00e9c\u00e9dent des gangs, qui
constituent le quotidien de la population ha\u00eftienne? Les suites du pass\u00e9
colonial, les ing\u00e9rences ext\u00e9rieures et la corruption des \u00e9lites se sont
mutuellement renforc\u00e9s pour produire ce m\u00e9lange d\u00e9l\u00e9t\u00e8re. Les op\u00e9rations
successives, m\u00eame bien intentionn\u00e9es, des Nations Unies, n\u2019ont produit que
des r\u00e9sultats \u00e9ph\u00e9m\u00e8res, et parfois dramatiques, poussant le Conseil de
s\u00e9curit\u00e9 de l\u2019ONU \u00e0 red\u00e9nir son approche en mati\u00e8re de maintien de la paix,
en s\u2019\u00e9loignant des mod\u00e8les traditionnels. Voici un \u00e9clairage sur cet
