Le Conseil de s\u00e9curit\u00e9 de l’ONU a adopt\u00e9 ce lundi 10 juin une r\u00e9solution visant \u00e0 parvenir \u00e0 un accord de cessez-le-feu global en trois phases pour mettre fin \u00e0 la guerre \u00e0 Gaza.<\/p>\n\n\n\n

Le texte r\u00e9dig\u00e9 par les \u00c9tats-Unis appelle le Hamas \u00e0 accepter une proposition de cessez-le-feu annonc\u00e9e le 31 mai par le Pr\u00e9sident Joe Biden et d\u00e9j\u00e0 accept\u00e9e par Isra\u00ebl. Adopt\u00e9e \u00e0 une large majorit\u00e9 avec 14 voix pour et l’abstention de la Russie – qui a choisi de ne pas exercer son droit de veto – la r\u00e9solution exhorte \u00e9galement les deux parties \u00e0 mettre pleinement en \u0153uvre les termes de la proposition \u00ab sans d\u00e9lai et sans condition \u00bb.<\/p>\n\n\n\n

Approche en trois phases<\/strong><\/h3>\n\n\n\n

La proposition envisage une approche en trois phases pour garantir une fin durable et globale des combats.\u00a0La premi\u00e8re phase comprend un \u00ab cessez-le-feu imm\u00e9diat, total et complet, avec la lib\u00e9ration des otages, y compris les femmes, les personnes \u00e2g\u00e9es et les bless\u00e9s, la restitution des d\u00e9pouilles de certains otages qui ont \u00e9t\u00e9 tu\u00e9s et l’\u00e9change de prisonniers palestiniens \u00bb. La r\u00e9solution appelle au retrait des forces isra\u00e9liennes des \u00ab zones peupl\u00e9es \u00bb de Gaza, au retour des Palestiniens dans leurs maisons et leurs quartiers dans toute l’enclave, y compris dans le nord, ainsi qu’\u00e0 la distribution s\u00fbre et efficace de l’aide humanitaire \u00e0 grande \u00e9chelle.\u00a0<\/p>\n\n\n\n

La deuxi\u00e8me phase verrait la fin permanente des hostilit\u00e9s \u00ab en \u00e9change de la lib\u00e9ration de tous les autres otages encore pr\u00e9sents \u00e0 Gaza et du retrait total des forces isra\u00e9liennes de Gaza \u00bb.<\/p>\n\n\n\n

La troisi\u00e8me phase verrait le lancement d’un \u00ab grand plan pluriannuel de reconstruction de Gaza \u00bb et la restitution \u00e0 Isra\u00ebl des d\u00e9pouilles de tous les otages d\u00e9c\u00e9d\u00e9s se trouvant encore dans la bande de Gaza. <\/p>\n\n\n\n

Le Conseil a \u00e9galement soulign\u00e9 la disposition de la proposition selon laquelle, si les n\u00e9gociations durent plus de six semaines pour la premi\u00e8re phase, le cessez-le-feu sera maintenu tant que les n\u00e9gociations se poursuivront. <\/p>\n\n\n\n

Dans la r\u00e9solution, le Conseil de s\u00e9curit\u00e9 rejette toute tentative de changement d\u00e9mographique ou territorial dans la bande de Gaza, y compris toute action visant \u00e0 r\u00e9duire le territoire de l’enclave. <\/p>\n\n\n\n

Le texte r\u00e9affirme \u00e9galement \u00ab l’engagement in\u00e9branlable \u00bb du Conseil en faveur de la solution des deux \u00c9tats, o\u00f9 deux \u00c9tats d\u00e9mocratiques, Isra\u00ebl et la Palestine, vivent c\u00f4te \u00e0 c\u00f4te en paix \u00e0 l’int\u00e9rieur de fronti\u00e8res s\u00fbres et reconnues, conform\u00e9ment au droit international et aux r\u00e9solutions pertinentes des Nations Unies. \u00c0 cet \u00e9gard, la r\u00e9solution souligne l’importance d’unifier la bande de Gaza et la Cisjordanie sous l’\u00e9gide de l’Autorit\u00e9 palestinienne.<\/p>\n","protected":false},"excerpt":{"rendered":"
